17 degrees Celsius is considered very warm and comfortable to us. A few years ago, when we were in HK for a week, it was about 17 degrees. When we got on a taxi, the taxi driver said, "寒流襲港, 好凍." We found him a bit funny as it was very nice and warm for us. Over here, right now, it's -3 Celsius and snowing, with wind chill, it feels like -6.
Yes, I also agree it being very warm at 17 degrees in a fine day. When rain and wind are available at the same time, it will turn up rather cool then. In cool weather like this, I can never have a down jacket on me. It is really incredible that many people can.
